Our Commitment

The Idaho Division of Career Technical Education (IDCTE) is committed to providing equal access to our programs, services and activities. We don’t discriminate based on race, color, national origin, disability, sex, age or religion. We also don’t tolerate intimidation, threats, coercion or retaliation against anyone who exercises their civil rights or participates in a civil rights complaint process.

We comply with all applicable federal civil rights laws, including:

  • Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color or national origin, including limited English proficiency.
  • Section 504 of the Rehabilitation Act of 1973 (Section 504), which prohibits discrimination based on disability.
  • Title IX of the Education Amendments of 1972 (Title IX), which prohibits discrimination based on sex in education programs and activities.
  • The Age Discrimination Act of 1975, which prohibits discrimination based on age in federally funded programs and activities.
  • S. Department of Homeland Security regulations (6 C.F.R. Part 19), which prohibit discrimination based on religion in social service programs.

As a recipient of federal funding through the Carl D. Perkins Career and Technical Education Act and the Strengthening Career and Technical Education for the 21st Century Act (Perkins V), we also comply with Title VI requirements for recipients of federal financial assistance.

What This Means for You

Everyone has the right to participate in and benefit from IDCTE programs, services and activities without discrimination.

We won’t deny anyone access to programs, services, financial assistance or other benefits based on race, color, national origin, disability, sex, age or religion. We also won’t use policies, practices or administrative procedures that create barriers to participation or prevent individuals from fully benefiting from our programs.

We don’t tolerate intimidation, threats, coercion or retaliation against anyone who:

  • Exercises rights protected by federal civil rights laws.
  • Files a discrimination complaint.
  • Participates in an investigation, hearing or other civil rights proceeding.
  • Assists someone else with a complaint.
  • Opposes discriminatory practices.

We’re also committed to making our programs accessible. We take reasonable steps to provide meaningful access for people with disabilities and people with limited English proficiency.

File a Complaint

If you believe you’ve experienced discrimination in an IDCTE program, service or activity, we encourage you to contact our Federal and Related Programs Coordinator. In many cases, concerns can be resolved informally.

If the issue can’t be resolved informally, you may file a formal complaint.

How to file a complaint

You must submit your complaint within 180 days of the alleged discrimination.

Complaints may be submitted verbally or in writing and must include:

  • Your name.
  • A description of the alleged discrimination.
  • The date or dates the incident occurred.
  • The action you’re requesting.
  • Your contact information.

Complaint forms are available in English and Spanish.

After we receive your complaint, the Federal and Related Programs Coordinator will review it and may request additional information. If requested information isn’t provided, or if you decide not to continue with the complaint, we may close the case.

If your complaint falls outside IDCTE’s jurisdiction, we’ll let you know and, if possible, provide contact information for the agency responsible for handling your complaint.

Complaint Process

If your complaint is within IDCTE’s jurisdiction or can’t be resolved informally, we’ll conduct a prompt, fair and impartial investigation.

Our goal is to resolve complaints within 60 days of receiving them. More complex cases may require additional time to ensure a thorough investigation.

Preliminary inquiry

We’ll begin with a preliminary inquiry to determine whether a formal investigation is necessary.

During this process:

  • We’ll notify you in writing that we’re conducting a preliminary inquiry.
  • If the inquiry shows an investigation is warranted, we’ll notify you in writing and schedule an interview.
  • If we determine an investigation isn’t warranted, we’ll explain our decision in writing, including the factors we considered.

Formal investigation

If a formal investigation is needed, the Federal and Related Programs Coordinator will conduct a prompt and impartial investigation.

After the investigation is complete:

  • The findings will be submitted to the IDCTE Director of Program Services for review.
  • We’ll notify you in writing of the investigation results.
  • We’ll explain any actions we’ve taken or plan to take.
  • We’ll provide information about any available review process and applicable timelines.

Language Access and Accommodations

We’re committed to making our programs, services and activities accessible to everyone.

Language assistance

If you have limited English proficiency, we’ll take reasonable steps to provide meaningful access to our services at no cost.

Available language services include:

  • Qualified interpreters.
  • Translation of written materials, when appropriate.
  • Other language assistance needed to access our programs and services.

Accessibility accommodations

We provide reasonable accommodations at no cost for people with disabilities to ensure effective communication and equal access to our programs and services.

Available accommodations may include:

  • Qualified sign language interpreters.
  • Large-print materials.
  • Audio formats.
  • Accessible electronic documents.
  • Other auxiliary aids and services, as appropriate.
