The Idaho Division of Career Technical Education provides state and federal funding to eligible local education agencies (LEAs) and Idaho’s technical colleges to support, improve and expand career technical education (CTE) programs across the state.
State funding
State funding supports approved secondary CTE programs through formula-based allocations and competitive or incentive grant opportunities.
Idaho Quality Program Standards
Supports Agriculture, Food and Natural Resources programs by recognizing high-quality programs and providing funding to establish new ones.
Program Added-Cost funds
Provides formula-based state funding to eligible LEAs to support approved secondary CTE programs.
Program Added-Cost funds help cover the additional instructor and program costs associated with operating high-quality CTE programs in grades 7-12.
Program Quality Initiative
Provides funding to eligible LEAs to support and improve approved CTE programs. The Program Quality Initiative (PQI) focuses on program quality, expansion and alignment with industry needs.
Workforce Readiness Incentive
Rewards LEAs based on student achievement in CTE programs. Funding is tied to the number of CTE capstone students who demonstrate workforce readiness by completing required assessments and earning SkillStack® microcredentials.
Federal funding
Federal grants support the development, improvement and expansion of CTE programs across Idaho. These funds help schools and colleges strengthen program quality, improve student outcomes and align programs with workforce needs.

Are career technical centers eligible for PQI grants?
No. Idaho Code §33-1635 excludes career technical centers from PQI eligibility.
Why are Agriculture, Food and Natural Resources programs ineligible for PQI grants?
Agriculture, Food and Natural Resources programs are supported through the IQPS grant, which provides funding for both new and existing programs.
Who is eligible for WRI grants?
Eligibility is based on the number of CTE students in approved pathways who:
- Pass the Workplace Readiness Assessment
- Pass the Technical Skills Assessment
- Earn all required SkillStack® microcredentials
