The Fire Service Training Advisory Council provides guidance on training, testing and program priorities. Members represent fire agencies, state partners and industry across Idaho.

Bylaws

The name of this group is the Fire Service Training Advisory Council (Council).

Section 1. Purpose

The purpose of the Council is to consult, deliberate and provide advice to Fire Service Training (FST) staff regarding fire and hazardous materials training and testing.

The mission of FST is to partner with Idaho fire departments, fire districts and authorities having jurisdiction to provide firefighters with quality training consistent with National Fire Protection Association standards and current national best practices. FST also provides verification of knowledge and skills through a nationally recognized third-party certification process.

Section 2. Functions

The Council will:

  1. Make recommendations on course content, availability, delivery and target audiences
  2. Inform fire personnel about FST services
  3. Provide feedback on program operations and priorities

Section 1. Representation

Members are appointed by the FST Program Director. Districts align with the Idaho postsecondary region map.

Membership includes one voting representative from each of the following:

  • District 1: State Fire Marshal’s Office
  • District 2: EMS Bureau
  • District 3: Idaho Office of Emergency Management
  • District 4: Idaho State Police
  • District 5: Idaho Department of Lands
  • District 6: Idaho colleges
  • Idaho Fire Chiefs Association
  • Professional Firefighters of Idaho
  • Industrial fire departments

Section 2. Appointing authority

  1. All members are appointed by the FST Program Director.
  2. Each voting member appoints one alternate with full authority to act in their absence.

Section 3. Terms of appointment

  1. Initial appointments include one-, two- and three-year terms.
  2. All subsequent appointments are three-year terms.
  3. Members may serve two consecutive terms (six years total).
  4. Members may serve again after a break of one full term.
  5. Members who change regions or positions may continue service without a break.

Section 4. Vacancies

If a member cannot complete a term, a replacement will be appointed for the remainder of the term.

Section 5. Attendance

Failure to attend two consecutive meetings may result in removal from the Council and appointment of a replacement.

Section 6. Conduct

Members may be removed for conduct that does not support the mission of FST.

Section 1. Regular meetings

The Council meets monthly. Members receive notice at least two weeks in advance.

Section 2. Special meetings

Special meetings may be called with approval from the appointing authority and chair. Notice will be provided in advance.

Section 3. Agenda

  1. The chair, in coordination with FST staff, prepares the agenda.
  2. Members may submit agenda items at least five days in advance.
  3. Items may be added during a meeting with majority approval.

Section 1. Officers

The Council includes a chair and vice chair.

Section 2. Chair

The chair is elected by a majority vote of voting members and will:

  1. Coordinate meeting schedules.
  2. Preside over meetings.
  3. Prepare agendas with staff.
  4. Appoint committees as needed.

Section 3. Vice chair

The vice chair serves in the chair’s absence and performs assigned duties.

Section 4. Secretary

  1. A FST staff member serves as secretary and will:
  2. Distribute agendas and materials.
  3. Record and distribute meeting minutes.

Provide support and information to the Council.

Section 1

A quorum is a majority of voting members.

Section 2

Only designated alternates may represent voting members.

Section 3

Decisions require a majority vote of a quorum.

All meetings will be conducted professionally and in accordance with these bylaws.

These bylaws may be amended or repealed with Council approval and the FST Program Director’s approval.
